PvE builds do have a decent chance against PvP builds until you start involving wings.

But it has an opportunity cost like all things, NPC bounty hunting should have no problem in PvP, explorers don't really get into combat,

Miners? Not so sure, you can fit a large shield but it would gimp you, however your also incredibly unlikely to actually find a player when mining. Some people forget that many of the builds that struggle vs "PvP" builds would actually do so against any farming build too, All pulses with a full shield and boosters is going to beat any trader/explorer/miner :p
 
Even if they succeed in creating multiple PvP meta builds with significant differences between them, but similar win chances in a fight, that won't quite solve the problem of Open. It will give the PvP players a bit more variety when they fight each other, but unless PvE (NPC bounty hunting, exploration, mining,...) builds also have a decent chance against those PvP builds, it won't encourage other players to return to Open.

It does open up the chance to come up with an innovative build though. The more options available for combat has to be good - one pvp ship may be excellent at killing a certain type of CMDR ship, but may be weak against another.

I think that the more weapon choices we get the better. I can't wait for the Beta to get the crap kicked out of me while I test this stuff out!
 
While I get min/maxers wanting the 'best' build and whatnot, but when everyone uses the same thing things really become boring if you ask me.

Adding an element of uncertainty and random elements, making combat situational and random, meaning you can't be 100% certain if you have the best setup, is actually something that makes PvP exciting if you ask me, but yeah I know a lot don't, and when it comes down to it don't want risk to be against them only the ones they are fighting, only really wanting to engage when they are sure they have the upper hand...sensors can still tell a lot so I don't think it will be that bad. Its about the combat, not about who wins or loses.

I think with changes like this FDev discourages more and more people from playing in Open and clearly supports Solo/Single player instead. Less people will be willing to risk their expensive ships (currently shielded and stacked with SCBs) in Open play. Maybe that's their way to fix instancing issues lol.

I think shielded vs stealth is pretty balanced (with slight advantage of shielded ships over stealth), I don't understand why the Devs want to upset this balance.
