The Enemy of my Enemy is not my friend?

I am aligned with Arissa, and I had flown out to one of Hudson's Control systems to undermine the federal pigdog. I understand that there I was marked as 'enemy' and as such I was fair pickings to anyone in the system - and even if I defend myself against the locals the security forces would see that as murder. I am fine with this.

However, while there I was interdicted by one of Archon Delaine's ships. I assume the filthy pirate vessel would also be marked as an enemy to the locals. And I also assumed that the local security forces wouldn't mind me killing one of their enemies. But, when I defended myself and killed the attacking minion of Archon Delaine, I was still slapped with a bounty for murder.

Is this intentional? What is the logic behind it?
 
the main problem is that you can kill ANY opposing powers vessels in ANY opposing powers control systems and receive merits.
I have killed multiple ships belonging to Hudson,patreus,mahone,torval etc all in an archon delaine control system and received merits for them all (aligned with Aisling). Now they are obviously there to undermine archon too, so why am I receiving merits when im basically helping archon by killing other powers ships too?

Are you sure that's not a bug? It sounds like one to me, have you reported it?
