Many humans don't, specially the ones trained in science, it's just that they don't think an ETC would travel maybe hundreds of LY in FTL ships, or even generations ships, to zoom around in the backwoods and let wandering humans take fuzzy and badly compposed pictures of blobs that could be spaceships, that's the bit that doesn't make sense!
