No idea about Raxxla. It is either relatively nearby, imo in the current bubble - seeing as Dark Wheel learned of its existence with stock ships and not much in terms of jump range. Or, the complete opposite, it could be unreachable now....given that they did so both with drives not blockable by the Club - and a tech exchange from a trade relationship with Oresri also can't be ruled out.
