After the Burundi, Gambia and South Africa, now the Russia and soon the Philippines. Why not a Western country ?

because those western countries, who would be likely cases, didn't ratified the rom-statute in the first place. others are permanent members of the United Nations Security Council (which has a veto in most critical cases of the International Criminal Court) .
