Did you try geological POI sites?
 
I've said from day one that something is off with the distribution of Arsenic compared to other materials. I vividly remember one day taking off from a planet leaving about 50 units of Polonium on the surface because I'd filled my storage to capacity, whilst having bagged a grand total of three units of Arsenic. It's been like that since materials were introduced and for the record, yes I do know where it should be found and how to read the SRV scanner etc.

It's less of a problem these days because as noted above you can just grab the vast amounts of rarer materials you'll find whilst trying to collect Arsenic and then trade down at a material broker (or at least you can if you aren't 45K LY outside the bubble as I am at the moment) but it's still irritating.
 
If you identify a planet with over 2.5% arsenic, drive around the rim of craters to give a fair yield of the material. There's a planet in the Deciat system where I have retrieved it many times (but beware gankers collect there in Open). It's no coincidence that Farseer is there requiring arsenic to upgrade the FSD.

Alternatively, if you can manage a trip to Witch Head Nebula take a look here and shoot stuff for high grade materials, and then trade them down for arsenic. Or find another biological site, as others have suggested.

Otherwise, any geological POI on a planet with Arsenic (search via EDDB with extra column = Volcanism) should yield at least 2-3 chunks. From the whole POI, that is.

Nice one. I'll give that a go first as it doesn't mean me going far.
