Basically, there is little logic. I get that we will find metals on metallic planets and palladium by mining but why would Improvised Components be found in high-level USSs far away in deep space in Outbreak systems, for example? I know how to use Google etc and watching a YouTube video will allow me to see what to do but woul dit not be possible to make the system a little more transparent? One way would be, for exanple, to name a component like Improvised Component "DS Improvised Outbreak Component". The clue is in the name. Or even, with a little more thought, "DS Outbreak Component". Is there a logic I am missing?
