Imagine a module that we could fit in our ships, that works like this:
Being on SC in a system, you honk the Long Range Radar, just like the ADS is nowadays. Some 15 secs later, a message on the Info Panel: "Life Activity Detected".
Left Panel, Nav Panel, in special icons, the results show: "System name, distance, activity" and a list of three systems, one at 24.ly with Low Activity, another at 60 ly with medium activity and another one, some 98.5 ly away with low activity as well.
On the Galaxy Map, in a radius of 100 ly -just like the fast route plotter does right now- you see icons on said systems.
"Hmm. So there are some CMDRS in that area! Awesome!! I ran out of fuel and I am here stranded! Hope somebody could help me!"

On the other end, any CMDR in SC on those systems would receive a "Warning. Long Range System Signal Detected". Left panel, nav panel, shows you "system, distance, activity" of origin.
"Hmm. Maybe is an explorer that wants to be friend. Maybe is a pirate hunting for traders. Or Maybe a bounty hunter"
Three consecutives pings are received from the location within the next 3 minutes.
"Ok. seems like someone is in trouble, and needing help. Hmm. Maybe is also a bait...should I go or not?"

The LRR would help to bring people together, for good or bad reasons. It will render the galaxy with more life that we are otherwise unaware of. It would help explorers stranded in the deep space to have some hope that anyone passing within 100 ly would see them and help. Also it will tell them that probably another explorer is already scanning systems right some 10 ly ahead and a change of course is advisable for virgin systems. Or help a trader, or a pirate or a bounty hunter to see where the most people are gathering in civilization.
Also, and specially in deep space, this can be a call for Thargoids...or worse....
Conditions: Senders and receivers need to be both in SC at their respective locations. No one in regular space would be able to send the signal nor to receive the ping. Which means, you still need to have enough fuel to keep you in SC but not enough for your next jump.

10 minutes later you ping the radar again. Now the results shows that the signal that was at 24ly away is no longer there but a new one is just 8ly away now. "Yay! It worked! Someone is coming to help me!"
