Anarchy doesn't necessarily imply the non-existence of law or norms, that's the everyday parlor. In political science it usually means the non-existence of government.
Somalia was in a state of anarchy, but it was still heavily policed by militias, crime organizations and sometimes by normal people banding together in communes. Or to put it in another way, in the years when Somalia didn't have a functioning government - it was probably still one of the dumbest places in the world to shoplift in. Without connections, you'd probably just end up being shot.
Anarchy can also be a political direction in its own right (voluntarism, syndicalism, some forms of communism, laissez faire economy), but perhaps that isn't too interesting for a game like elite since there aren't that many ways to make such nuances meaningful in the game.
