Reading their (CEC) web description of "Cooperation & peacefulness" and them being an extremely expansionist Dictatorship says a lot.
-their rapid expansion during the anarchy purge was extremely easy for them as a dictatorship closes the black market which is ironic.
(dictatorships are rife with corruption and going by how anarhcies are listed in the game the black market should be the normal market x)
