Well, it's not technically wrong once you work out some details, and may be a more realistic mid-term space project; far cheaper and more feasible than sending people to Mars at least :D

I remember reading a short story about a Dystopian future when there were only two states left on Earth. The one the story is set in is called "The Super State" (says it all, really). Basically everybody (in one way or another) worked for The Super State with no real hope to improve their lot in life. Any dissenters were sent to the prison colony on the Moon. However, the dissenters had allowed for this, and, in fact, built their future plans on this. Once they had all the personnel they needed up there they planned on issuing an ultimatum.

I know I have the book of short stories in question, and I will go looking for it soon.

You realise that she could claim that the world was flat, that watching TV was the best exercise and that Pepsi is the cure for cancer and the people who'll vote for her would still vote for her, right?

The same effect could be achieved by dropping telephone-pole-sized tungsten rods from Earth orbit. No need to drag the Moon into it.
