The Mysterious Elite Legal System

So I take this mission:

Then when I find the ships in question I scan them. They all say Mission Target and SOME say Wanted. I kill them all.
For the non-wanted ones, I get:

For the wanted ones I get:

I imagine this is because the mission targets were all in a system controlled by Hutton Truckers.

So what is FDev's intention with these missions? Am I supposed to do them and just go to jail afterwards?
Am I supposed to do them and then fly very far away and pay off the bounties at an Interstellar Factor?
Am I supposed to do them but keep searching until I find targets who are also, by coincidence, Wanted?

If I hand myself in, will I lose other active missions?

BTW1: the mission says "smugglers". Does this not imply that the mission's targets are wanted smugglers?
BTW2: I got no notoriety killing these people. Was that because I didn't kill enough of them?

If you only stick to killing the wanted ones, you'll not get bounties.

You can avoid going to jail for the bounties by finding a nearby port with Legal Facilities contact (Interstellar Factor) and pay off the bounties there (the issuing faction must not be present at the port).

You got no notoriety because you only killed mission targets.

All in all, FDev gave you options and you can play out the mission however you want, once you know the rules. If you don't want the bounties, only kill the wanted ones. Or, you can just kill them all and accept/deal the consequences/repercussions...

Or possibly its a bug and they should all be wanted? 🤷‍♂️
 
To answer my own question, you don't lose missions if you hand yourself in. So the shortest path to success seems to be to just incur the bounties and go to jail for a millisecond. I usually do bounty hunting by just hanging around in RES zones and shooting wanted people, this seems like a lot less hassle than taking these missions.

Your CMDR doesn't have to wake around slotting innocents at all, no.

But if you enjoy that sort of thing, I've got the perfect discord server for you...
 
Just out of curiosity do you have a manifest scanner to confirm the legal ones are carrying illegal cargo before you shoot them? Often once you complete a scan and confirm a crime you can kill stuff without a bounty but I've never tried that particular mission type. I suspect either manifest since they're smuggling or a KW scanner would avoid the bounties.

I have a KW scanner on another ship, I could try that...

It was offered at Boston Base, I think by Sol Worker's Party who are in Bust.
I want to clear my name because I have a very good rep with Hutton Orbital Truckers and I want to use services at their ports.

I imagine that means @Aerendyl can expect the incident to be exaggerated several times over and appear in the next Hutton "news" broadcast, replete with dubiously-named fictional characters commenting about each side of the story!

As an aside, I think the only legal options are:
  • Allowing the target to attack first while Clean oneself—if it is inclined to do so—thereby obtaining a small Assault bounty for which one can proceed to destroy it legally.
  • Use a Kill scanner in the hope of discovering a foreign bounty, which will change Clean into Warrant and allow destruction despite not being Wanted locally.
  • If the target has a Powerplay allegiance which opposes the system, pledge to the system power and destroy it legally as an Enemy.
The first applies mostly to assassin pilots attempting to hunt the Commander, which usually are Clean at first. Flying into mines placed by fleeing Clean vessels did not give them an Assault bounty last I checked, although that was very much long ago!
