Wasted effort imo. They could've used this for abandoned/decrepit systems (reverse colo as a BGS thing) which could lead to missions with more varied location scenarios.They really put a lot of work into it. The concourse of a recently finished but not yet fully operational star-port is full of scaffolding and empty rooms...

One thing I learned is that once you finished your primary port, you now have to deal with the "construction point" system instead of a timer. You cannot plop down just any structure, they come in tiers. And to build a tier 2 structure like a large settlement you need a certain amount of tier 2 points. You get those points by building smaller tier 1 structures like small settlements or "cosmetic" installations.
To build an Orbis Apollo Star Port, you need 6 "tier 3" points, which means you have to build a lot of tier 1 and tier 2 stuff first.
