How about having a bunch of special starports dotted around occupied space. Only these aren't your usual looking starports, These things look more like giant mailslots with a HUGE proximity bubble behind it! A spherical mesh of beacons set far apart that project a massive ball shaped shield to keep combatants in and spectators out.
You fancy some pvp, but you also want to earn big money. Enter the PVB tournament in a 1 Vs 1 battle with the winner taking the prize.
You fly up to the tournament area, anything within 7500m (landing request distance) you can access the left nav panel and communicate with the tournament boards (basically access the "mission board" without docking.
On this board you'll possibly have betting brackets.
1. Bet anything up to 1m.
2 up to 10m
3. Up to 100m.
This would make for some interesting battles between players and hopefully turn into a new sport between players. Make it a proper tournament with galnet updates on who killed who and for how much money.
Have a season where pilots get to climb a weekly global leaderboard and the top 10 get an additional Cr bonus from the The PVB champions league.
How to handle spectators:
Remember the massive beacon created bubble shield? Have it so big (obviously for fighting in, pilots need lots of room to have decent combat) then many pilots can simply hover outside it (via an auto docking scenario whereby once selecting spectator from the "boards" it then flies you to an empty section of the battle bubble so you're able to watch) or choose from a developer set bunch of cameras inside the bubble, each player able to access any of them once autodocked in their spectator "seats".
Maybe even spectators get to gamble and bet Cr's on who will be the victor?
Combatants waiting for their turn will be spectators, once it's their time to shine, the autodock plucks you from your viewing "seat", glides you down to the massive tournament mailslot and the gates whirr into action whilst klaxons and alarms go off...a deafening boom from all the spectators goes off as they all honk their discovery scanners....you fly in...the gates slam shut behind you...and in the distance you see another ship racing towards you....
...hardpoints deployed....
