I don't know what I am doing wrong. I am looking for improvised componets, which spawn in civil unrest/Independent systems. I scan the nav beacon and I have not had one high grade emissions. Does going in and out of the system, and re scanning the nav beacon give you new stuff, or is it the same every time and is there a timer?
The rarity of High Grade Emissions is insane, and am I doing this right?

You're most likely doing it right. You can wait for the signals to spawn or just pick up anything you can get in large quantities and visit a trader. Those are god, well, FDsent.
Though, why nav beacon? With FSS you ought to scan all the signals and see if any of them is HGE.

It does and IMHO is faster than using the FSS
Its broken atm, you'll have better luck with cross trading Imperial scum shielding
OP, you're doing it right. Unfortunately, the only way to get large quantities of the really hard to find HGE mats in a short period of time is to use a stinky technique to farm the same HGE over and over.

Personally I find 'grabbing as you go along' to work much better than farming. For example, attaching wake scanner and just scanning a wake on your way out, or checking a system for hge when you have a mission to run.
That way mat gathering adds some spice to what you are doing, rather than become a frustrating grind. Make sure you pin blueprints and just upgrade what you can when you dock for the night.
