I needed 20 Proto Radiolic Alloys, so I went to multiple Indepent systems in Boom, and found most of the factions within the Boom system were in War, Civil War, and Retreat. And the most common item in HGEs were Military Grade Alloys. I was working for hours, trying to find Proto Radiolic Alloys, and I don’t remember it ever taking that long with the old system. Is it working as intended?

Galmap says Boom.
No factions AT ALL within system actually in Boom.

Well, maybe not every faction within the system, I didn’t check. But 100% of HGEs were in War/Civil War/Retreat, and I saw quite a few systems (enough systems for it to occupy my evening).

Yeh, all seems a bit of a mess. I'm now resigned to getting CDCs or IS and using traders.
Boom on the galmap will be for the controlling faction. Typically, factions not in control will fluctuate in and out of war because they share a smaller piece of the system influence and have conflicts more often, esp blue blocking isn't a thing.
Consequently, most USS will relate to the wars rather than the boom, but you should still get a couple.
