The true reason why ship transfer do not and will not have a delay

In order to have time delay they would have to build a mechanism on the server to store the transfer and count the time until it is available at the new station.

As any new feature that FD does, they takes the most lazy way possible. (most recent examples: lazy implemented passenger missions and planet materials on system map)

It is just lazier and simpler to make it instant and they won't change it.

I was thinking the same thing, but someone else pointed out that they already have serverside scheduling for missions and such - so it's likely not all THAT hard because I can't imagine that they coded this in a way that makes it work only for missions.
