The Underwater Plant Feeder could be available for Hippopotamus

After doing research, I found out that the Hippopotamus (not the Pygmy Hippo) eats aquatic plants. So seeing that it eats aquatic plants but doesn't eat the underwater plant feeder is, at least to me, a bit weird.
 
Does this research support the idea of Hippos eating aquatic plants in captivity though? In the wild ,the bulk of their diet is grass around rivers with underwater plants being a tiny percentage to their total daily intake. For captivity, the San diego zoo states Hippos consume an average herbivore diet like pellets, hay and mixed vegetables.
