for NOW. I suspect this ugly thing will rear it's head again.

My hope is that it is more nuanced and tied to the type of module sold and type of ship being mounted on, with discounts/penalties for associated with factions that are more industrial or business related/agricultural related.

That is, at least, my hope.
 
I guess this means the 10% will ultimately make it in the game BUT with a proper module storage? it's what I've read between lines at least

And so it should, selling used gear at a reduced price is perfectly sensible....and was planned all along.

It just needs a better and fairer implementation (i.e. item storage of some sorts).

Odd, i thought that's exactly the sort of devs every gamer dreams of.

This should have been in the game from the start, then it wouldn't be an issue. Not having a sell your inventory for less than what you payed for it mechanic goes against every other modern day market mechanics. There are only a few items that normally sell for higher than what you paid for it, items that appreciate in value. I do not believe a class 5C thruster appreciates in value..

The longer they wait the worse it is going to be, just implement it in 1.3 and be done with it the whining and moaning will pass eventually, and in time it will become the norm, especially for every new player post 1.3.

There are some changes that are, in fact, better for the game, which will never be popular with players. I believe the 10% (honestly, should be much higher) resale loss is one such change. However, I do believe we need some sort of storage system to be released in tandem with this 'tax'.

Good job. Maybe with enough time we can have 100% insurance coverage and infinite shields for anyone who doesn't like the idea of getting blown up.

I think that they will implement it in 1.4 with proper hangar/storage/ships management system. In such case, 10% dicount make sense and will be a good thing.

It would be a boon for all the "casual players" who feel a 10% downcharge for wear and tear on gear is too much. (It should have been more like 40% with a decay down to 80% after hard use).

Yes. With the same behavior for ship selling ...directly related to how often it's repaired. Though this would have to be balanced with the insurance mechanic (or the insurance mechanic refactored) so it's not cheaper to kill yourself and sell a "new" ship vs sell your heavily repaired used one.

Yes I agree with you, if you hit me with a re-sell penalty at least let me decide if I want to keep the module for a future ship or maybe carry it to a different system and sell it there for something (player market idea). 10% seems fair, but then you also need to show real numbers on the module and what kind of damage or performance it does in real numbers, not just baseline #.

Meaning, if you penalize me for getting a module that does not perform as I hoped for as per its description, I would be able to retract my purchase. 30 Day money back policy as in the US for example.

It's certainly possible and the direction the game seems to be headed in. One sadly I might not be part of if it keeps going this way.
