Thermal Conduit

I've been messing around with modding my beam lasers but found that applying the Thermal Conduit special effect removes the DPS increase.

I had a +17% roll on my 3D Turret Beam taking my DPS close to 18 and an amazing 70% reduction on thermal. The roll did not hit on an enhancement so I bought it using 2 pips. However, when I checked the modification stats in the fitting screen the laser DPS was actually reduced to 13.5 which is 5% below the un-modded stat.

I then removed the mod and started again and kept checking in the fittings screen to see if the mod stat was being registered. It was. I continued to roll until I got another big hit and applied the Thermal Conduit again. Same result, DPS was showing -5% again even though the roll was +17.5%.

I played around with the other Beams on my ship and continued to apply at high DPS rolls but without applying the Thermal Conduit. I added the Thermal Shock special effect instead and the DPS increase was clearly shown on all other lasers.

I was wondering if this was correct since the Thermal Conduit description suggests that the DPS can be variable based on the heat of the firing ship - so maybe there is no way to measure the DPS as a modded stat? Maybe the 13.5 is it's low point and it builds up from there when in action - or is it a bug?

Current thinking is that Thermal conduit imposes a -20% penalty for ship temps of < 100 when firing. At 100% heat you are at 100% DPS, and above 100% you get a 20% increase.
