does the heat generated from fireing my plasies make thermal conduit kick in? or do i have to get the ship upto high temp first?

I have used triple OC PAs with TC on my FAS for a while myself. When firing my ship heats up to 95% - 100%. The damage buff is 11% at 100% heat and maxed out to around 33% when at 160+% heat.
You can fire and the heat generated from firing the plasmas is indeed taken into account and wil lcontribute to the damage output/buff.
