I think there is only one way to find out...

Being a scaredy cat I'd get in the hangar and wait until it goes quiet.

Im already inside the hangar docked, fully loaded with cargo :p
And inside here ships get blown up constantly, but seems to have calmed down now..

Are you sure you're in Solo? I keep getting told that Solo is completely safe, you see.
Yeah Im in solo :) I checked the chat panel now, seems like there are 1-2 npcs shooting down other npcs..
 
I've exited stations while it is firing all lasers against a NPC stuck in the exit a couple of times. I never got hit at all. (can't be humans firing the station defences!)
 
Yeah, when things seem to start going apespit, I become extremely cautious. You did the right thing by waiting, asking for help/ideas, and then undocking when it seemed safest. Good man :)
 
Sounds like a NPC is not following station orders and has been blown up because of it.

Happens a fair bit and it won't affect you (I've never been hit anyway).
 
I see this all the time. Station is destroying an NPC for failing to get docking permission, loitering or carrying illegal cargo - most likely the latter. Makes it exciting! I like how the debris floats around and crashes into my shields and makes that sizzling sound.

Yeah was what happened I guess. I just got amazed that it took so long. there was like constant fighting inside the base for about 10 minutes, so i started to get worry lol
 
You can also see NPCs fighting the authorities outside stations too. It's all relatively safe.

Don't get involved unless you know you are definintely outside the no-fire zone...

Yeah, I made that mistake - just leaving a station and I see Sy blasting some unfortunate whose hull was nearly gone - I thought 'easy money' and wasted him - instantly became the bad guy and got taken out by at least 3 NPC Sy craft.
 
If the station belongs to a faction that is in war or civil war, the station itself can come under attack.

In this situation, you can safely unlock - they're attacking the station and any fire you take will be stray shots.

Which I am sure will be a real comfort as his ship gets torn to shreds. Fire is fire, and if you get between the firer and target, expect to get hit and hurt.
Although not the target, and therefore under a much lower volume of fire, you should still be careful when undocking during a fight situation.
I have seen the station itself take out craft on several occasions, and the volume of fire is quite impressive, I wouldn't try and get between the station and anyone firing on it. The path of the weapons is fairly easy to see, however, and relatively easy to avoid, especially in a smaller ship, but it is not "Safe" by any means to be in the middle of a firefight. If you have undocked, then you don't really have a choice as you only have a limited time to leave - same if you have already asked for permission to dock (although I don't think you get security after you if you fail to dock in time provided you aren't actually inside the station when time runs out.)

The NPCs are sometimes unbelievably broken. It's not uncommon to come up the lift and released from the docking clamp, only to be caught in crossfire as the station tries to clear out a clump of stalled NPCs. This is why I am too cowardly to trade without shields, even in solo. I'm used to having to go full pips to shield and boost out of the letterbox to survive some of the time- so not looking forward to the new speed limit rules.
