This be one strange HI-RES

I just left a body's HI-REZ in a system I've never visited which was the strangest yet;
  • no NPC police, none, nada, zero. Comms warn of a crime being committed and that the coppers are responding, they just never do
  • 90% of the NPC combatants are CLEAN and are ranked Competent with an occasional MASTER ranked ship.
  • I logged in and out half a dozen times but each time was liked the first, no NPC cops, at least a dozen low ranked NPC clean ships and the occasional target.
  • there were few if any red marked 'crimminals' to shoot at, just dozens of clean ships shooting at each other

I spent about 30min or so at this place and moved on... I've never seen a HI-RES with these attributes- have you ?
