I suspect its the usb 3 mon which polls for new devices every few seconds, but I turned off all 3
Try it out and see how you get on

Update I've had a couple of really minor stutters since disabling those processes but i would say its much reduced,
Also I've been having lots of problems with my USB3 devices stop responding etc (dk2 on powered hub on usb 2 port) which also seems to have cleared up
so i can only think the problems were linked to that that monitoring system (thanks intel)

Update,
Okay the stutter has returned a little bit, not sure why as I've changed nothing,
I'll keep searching for a solution.
