They're not actually slaves. That's a brand of mint... think of them as Imperial Mints, just really expensive ones.

Can someone explain why Fed Systems can have imperial slaves as commodities? Is there a Definition difference between "slaves" and "Imperial Slaves" that allows this?

I don't want to be in the heart of Fed Space with a load of illegals.

Imperial slaves are quite different to slaves. In the game sense, they're two separate commodities and the rules for one don't apply to the other. In the universe sense, imperial slavery is highly regulated and controlled like any other business and nothing like the unregulated, outlawed slavery that happens in federation and independent space.
