On the topic of passenger missions being messed up, Jameson Memorial has huge numbers of refugees who are desperate to flee to Bunda (Anarchy), because Jameson has gone to hell. It's as if people believe Switzerland is such a hellhole that Somalia is actually better.

Solution: Refugee missions should only appear during system states of War, Civil War, Civil Unrest, and Famine.

Edit: Oh, and the system they want to flee to should be better than the one they're currently in. So, no refugee missions from a Famine system to a War system, for example.

Agreed on all of that. Also there should be some good passanger smuggling missions for systems in disease outbreak and there being a chance that I spread that outbreak.

They know on Beta Thursday the Thargoids are going to hit Jameson Memorial, and are just getting ready to flee.
