So today I was at a USS, found a hauler with a small bounty on him and after scanning found he was worth 890cr bounty. Since it's a hauler I thought quick cash so why not. As a start shooting him his friend from same faction goes red. Now this is where it got interesting, I noticed he wasn't shooting at me, he had deployed hardpoints and started flying between us, I hit him get 400 bounty and only then he starts shooting back, I finish off the hauler and bug out.
Now it seems to me like he knew what he was doing, trying to make me hit him first so he has return fire rights?
Also something I noticed with System authority, if the wanted you shoot is in the same faction they sometimes turn on you. I think I know why!. I noticed that if the police are already actively engaging the bounty they don't turn on you, even if they belong to same faction. What I think happens is, you jump in and find police + wanted, the police haven't yet scanned the wanted NPC for bounties so, as far they know he's just a member of their faction flying around, so if you attack him they see you as attacking a civilian!
Both are just theories and I will do more testing, but that explains a lot we thought was bugs.
