Horizons Threat 5 distress call

Just ran across this threat 5 distress call. What struck me as odd wasn't the level, it was the location....Shinrarta Dezhra. If I wasn't in a weaponless eggshell of my AspX I would have taken a peek. Anyone else come across level 5s in that system?

I have come across threat level 5, it had a bunch of ships from adders to vultures, they didn't do anything except fly ahead, what sort of threat is that, Is this another broken mechanic from frontier!!!!

Threat 5 distress call used to be a capital ship attacked and on fire. Done a few.

they have engineered pirates in them, and the pay is less than awful, 4-6k per kill.....
