Threat Level

I grow weary of this.

What exactly do the "Threat Levels" on signals mean?

I go into a Threat Level 1 signal, I get jumped by about 8 ships. I go into a Threat Level 2 signal, I get jumped by around 20 ships. In each case, there's almost guaranteed to be at least one, usually more, Anaconda. There's just no way to survive 8-1 odds, let alone 20-1. I've tried all the types, too. Distress Calls, Convoys, Non-Human. Ironically, the Non-Human ones seem to be the only ones worth looking into, because the Thargoids don't generally attack me. If they did, of course, I'd be unable to defend myself because I don't have all the magic weapons and gear apparently necessary to have any ability to do so.

The whole business leaves me feeling frustrated and weary, because I would LOVE to be investigating these things, but there's NO POINT even trying because I know I'll be completely overmatched no matter what the "Threat Level" says.

So... is this an aberration, or are the Threat Levels supposed to mean something?

If they ARE, then the difficulty of these things needs to be reevaluated.

Ideally, I would love to see some kind of scanning "game" where you can get some sense of what is there BEFORE you drop down. Even if it was just a matter of having a sense of how many ships are there, that might be enough. Whatever it is, we need something... at the very least some consistency.

Are you carrying cargo? Wanted? If so don’t jump into threat level anything, period.

If not hauling or wanted, NPCs will never fire first, in my experience.

The type of ship you are flying affects what ships you'll find in the USA. Fly a light ship you'll find the opposition more manageable.

hat's not what I've seen. Flying my T6 kitted for exploration, I entered a TL1 USS, and found myself facing around 17 ships, mostly cobras and eagles, but 2 Anacondas in the mix. That was me at Harmless, flying a cargo ship.

Were they immediately hostile? That just sounds like one of the passive convoys.

I've been playing for a while and have never encountered as many ships as the OP described in USS.

Convoy are usually a handful of NPC's. Pirates at times come in waves of of multiple NPC's and a distress USS call involving a crippled cap ships can generate a larger number of NPC's. Only places where the numbers are close to that high that I've seen are in RES, CZ, NAV or station.

A video capture of this happening would help in finding out what is happening.

Even carrying cargo or engineer mats has never resulted in what is described. Puzzled.

The described situation is definitely weird. Otherwise level 4 for instance is usually a single Corvette (assasination missions). I've only seen 20 ships or more at the outbreaks.

That would have to be a convoy beacon.

Why would you enter any USS if kitted out for exploration?

"Because they are there" is a perfectly valid answer BTW but I'm honestly surprised at anyone doing that.

You ships estimate of the energy output of the objects at the signal source.

However if it is an ambush it may be wrong

Threat 1: means 1 or 2 very small poorly equipped ships. They are usually attacking a wing of other smaller ships. You probably attacked the wrong targets if you got overwhelmed in a threat 1.
Threat 2: 1 FDL, Clipper, FAS or FDS, or 2 vultures, sometimes a Courier and 2 Vipers
Threat 3: 9 times out of 10 a single well equipped python, but also poorly equipped anacondas sometimes.
Threat 4: 1 well equipped, 2 average or 3 poorly equipped anacondas. Or, 4 averagely equipped Vultures. Or, one corvette, either poorly equipped with a fighter or well equipped without a fighter.
Threat 5: A pirate incursion featuring a cap ship fight (removed from the game now I think), or a Cyclops Thargoid
Threat 6: A basilisk Thargoid
Threat 7: A medusa Thargoid.

There are some small variations in there that I haven't mentioned, but that's about the size of it. It is always the same, if something other than listed above happened, it was due to 'other factors', perhaps someone already chasing you in SC dropped in and joined the fight?

I had a nice one the other night. "Threat level 3 Distress Call" I think it was. There was a stationary Beluga there, and waves of pirates arriving for me to fight. I began to think, "Oh, it's just infinite pirates and I have to last as long as I can before they force me to run". But after three waves a "Search and Rescue" Anaconda turned up to help me finish them off. Quite a nicely set up encounter.

Another distress call some time ago had no pirates, just a crippled ship begging for fuel. Sadly I had no fuel limpets, but I reported their location back at the station. I can't remember what threat level that was.
