Normally, for standard devices like HID input devices, USB joysticks etc. Win7/8 doesn't need that drivers are manually installed, in fact the stick gets recognized and works "out of the box" on my Win8.1. (It says so also in the manual etc.)
However, Thrustmaster has an additional driver download on their site, those "Package 2009_FFD_2" drivers from http://ts.thrustmaster.com/eng/index.php?pg=view_files&gid=1&fid=3&pid=285&cid=1
What are they for?
Are they solving some issues or add any functionality to the drivers which standard Win8 drivers don't have?
In particular there is only ONE "issue", that is that the TARGET software script needs a manual addition for the POV/HAT to work....wondering whether with those additional drivers this issue is actually solved? Anyone knows whether this a point in using this driver download?

I want to add that in the mean-time I tried out the drivers and also contacted TS support with my question in regards to the purpose of those drivers in Win7/8/8.1 They replied "The driver provides you with the possibility of testing your joystick functions more accurately through the Game Controllers Panel as it contains a dedicated GUI and it also facilitates the use of the unit with the TARGET application."
However, I don't see ANY difference with those other drivers in functionality and also in regards to using TARGET. The only difference is that the Windows Control Panel GUI is now customized in green with a Thrustmaster joystick pictured. I think this other driver doesn't do anything but replace this GUI.
