Trying to unlock her. Having issues finding Decoded emissions data. Any pointers on where/what type of USS's i can find them in? ... Ive spent the better part of like 5 hours in CZ's and Haz rez trying to just get them from killing/scanning combat ships and i have like ... 10 total. So going to try the uss approach.

I can't remember where I got mine from, it's so long ago since I unlocked her.
Just a thought though, can you trade for some at an encoded materials trader? Could be much quicker and save you the effort of searching.
i just did the same, spend time in a civil war region jumping in and out of the CZ, just scan all the ships. Took a few hours but I got the 50 ( 3 per scan ).

I just traded for them. Got a ton of Abnormal Compact Emissions Data while scanning for the Decoded Emissions Data. The ACED's trade down 3:1 for the DED's.

Has Rez's is where I got 50 in no-time - didn't need them. But I've also picked them up at Nav Beacons, and picking a highly populated single star [like Sol] - flying far out, and then scanning all ships in the star system [you fly out to avoid having to move to scan]. Relog and repeat. But only the combat style ships tend to emit them.
In Haz Res - just have the goal of increasing your combat rank [if you're not Elite]. Why? Because [although I am sure it is compensation bias] you always seem to get what you are not looking for in this game...

I bit the bullet and traded to get 50 for Tiana. I intended to upgrade already engineered Sensors (Light weight) and Surface Scanners (Long Range) on my Conda.
She refused saying "This Engineer is not capable of converting this module as it does not have the blueprints required" for the Surface Scanner, and "This legacy modification can not be converted, engineer grade is too low" for the Sensors.
Neither does she engineer Repair Limpet Controllers.
Not sure what to think here.
I could remove the modifications from my 8D Sensors (74.8% mass reduction) and 1C Detailed Surface Scanner (100% increase in scan range multiplier). but I am concerned that her engineered upgrade will not be as effective.
I think I'll leave them as is.

Surface Scanner: Tiana only does modifications for those up tp grade 3 - for grade 5, you'll need to go to Lei Cheung, Hera Tani, Juri Ishnaak, Bill Turner or Lori Jameson.
Sensors: as in the old system, you'll have to rank up with her first
Repair Limpets: nobody engineers repair limpet controllers so far
Fullly upgraded lightweight sensors will give you an 80% mass reduction, at the price of a 25% reduction in scan angle and 50% reductionin integrity.
Fully upgraded DSS will give you +200% scan range at the price of +100% mass.
