Tier 1.5 Started Ports - An Idea

So, I'm sure these Outposts with only Small and Medium Landing Zones are getting a bit annoying for many Players.
Especially in those cases where there is a couple of, or only one of, a System Star, and nothing else.

Given the Option, a Tier 2 Outpost could be beneficial to many Players.
Nothing fancy, literally a Tier 1 Outpost with a Single Large Pad Plopped onto one end of it would be enough.

So, anyone else think that would be beneficial to System Colonisation?

Well, right now, I'm leaving a few Tier 1's in my wake, and I hate it.
I feel like a complete A### Hole for doing it, but have very little choice.
I'm at least trying to take a route that will at least allow me the ability to place at least Tier 2 Coriolis Ports in those Systems later on.

Having the ability to just Upgrade what's already there, would be very helpful to Players who've had to place Unwanted Outposts everywhere.
