So, I'm busy ranking up my second account to buy a Cutter.
The mission boards are now supposed to be immune to board swapping (and it appears they are - mostly). However, I did notice some "interesting" behavior specific to the "Naval Progression Missions"...
I'm grinding for rank in a Courier I purchased just for this purpose (cause its fast and fun to fly!). So no cargo or combat capacity to speak of. Just running Data Delivery missions. Getting a "Combat" or "Sourcing" or even a "Cargo" rank progression mission is pretty pointless for my Courier. I'ld just wait until a Data Delivery progression mission would pop up while the ranking system banked my overage points.
Anyway... I did notice, after ignoring some non-playable (for me) Cargo/Combat/Sourcing Progression Mission, that the mission was re-offered AFTER I closed the mission board and immediately re-opened it. (I may have left the mission boards to read a "Mission Critical Message" or something...) ...and it was re-offered as a completely different mission! Immediately!
So, no more flying around until a "workable" progression mission finally pops up. Just close completely out of the station menu's and re-open them. (look for the rotating hexagon progress meter) I've now done this on several occasions and it appears that the Naval Progression missions are instance specific and immediately generated (and re-generated) when the station board is opened. They are NOT persistent like the rest of the missions the board offers. If you don't like the one being offered, just close and reopen the station menus until you get the type you want. Its working for me!
...and I also think its accurate (and fairly common knowledge) that Naval Progression missions are ONLY offered at Outposts. You won't find them at larger stations or orbitals (at least I never have...)
