The changes are fine. It makes sense, otherwise you can nail all Titans in a day (like i did) and be done with it. It's a good change and makes for better gameplay.
Keep the new rules. Just add one change.
After the 2 mil requirement and hit it in the last week rule, add "or, do 10 million bond rewards damage overall to each Titan core from now until it is dead." Something like that. Then you get people contributing significantly and it would take almost 15 runs per Titan to get that number solo. Less in a group or Open. Then for people who travel for work like myself, we can all do it and get the rewards.
The concern is you don't know how fast it will go down at the end. Everyone tends to get excited and join the fun (me too) when it is near complete. If you think it is going to take a week, then it ends up being a couple of days and you are traveling, you're out, even though you have been watching and trying to time it.
Think of a number you are comfortable with and add that as a total damage per Titan number to still get the rewards.
