To compliment the 2.4 karma system, I'd love to see bounty "classes"

The WHAT:
Determining if a player is "WANTED" for a 200 credit speeding ticket or 1000000 credits in griefing charges currently isn't possible.

I don't want something to totally betray the bounty holder, but instead a very vague indication for potential hunters if the target is "not really bad", "probably bad", or "certainly bad".

The WHY:
Simply put, I feel bad sending a 'conda to rebuy over 500 credits, when I attacked thinking they had been ganking.

The HOW:
If there were to be indicators associated with the karma system, such as different colour WANTED or a letter grade. For example:
Rank C - "good karma crimes" such as speeding, and launch pad loitering
Rank B - "medium karma crimes" such as collisions, interdictions, trespassing, or excessive good karma crimes
Rank A - "bad karma crimes" such as assault, murder, or excessive medium karma crimes

Thank you!

Agreed. I've apparently winged stray shots into people, or had odd things happen. None of it was intentional.

On the other end of the spectrum, you have people who drop in a PAIR of Anacondas on a mining Python and waste it.

I do not think that a few stray shots or killing the wrong NPC by accident is worth the same penalty as putting people back to the rebuy screen.

Non-combat fines for loitering or messy docking or minimal littering shouldn't even count, unless you do something silly like jettison 100 biowaste inside a station, like I saw in a video today.

Yeah the current system needs a major rethink as it is not logical regarding what is a fine or bounty. Fines are an income for a faction/power, bounties are an expense reserved for the most undesirable characters in a jurisdiction. Therefore, I would suggest that bounties should be tied to your Reputation level. Crimes should be punished by a loss of reputation and a fine for the relevant faction, power (& Pilots Fed for PvP).

As for faction/power are concerned, if a Cmdr is not hostile then a fine and loss of rep is issued for a crime, so therefore, not a bounty target. If a Cmdr loses enough reputation to become hostile then any outstanding fines are converted to bounties, with any subsequent crimes bounties would be added. If reputation is gained and a Cmdr becomes "not hostile" again then the bounties are suspended and therefore a cmdr is not a valid bounty target. Bounties would not be wiped even when suspended but would be converted to fines again, only if the cmdr gains enough rep to become allied.

Crimes could be ranked and categorized according to severity, speeding/pad loitering would have small fines and rep loss, whilst more serious crime would have larger ones. For factions/powers, different government types would treat and punish crimes differently, adding granularity.

For the Pilots Federation a similar system could be adopted with loss of for PvP actions only. Basically illegitimate ship destructions would loose PF rep and gain a bounty of the destroyed ship + mods + cargo +10% (PF admin fee), any Cmdr with a negative Rep would be a valid bounty target. Positive PF rep could be gained by destroying cmdrs with a negative PF rep plus gain a bounty voucher for the cost of the destroyed ship + mods. If a Cmdr has a positive PF rep then their bounty pot would be suspended but not wiped, unless they get enough rep for the highest level (equivalent to allied) where the bounties are converted to fines and can be paid off.

This sort of system should create a sort of self regulating mechanism, protecting more peacable Cmdrs, whilst making more of a game out of PvP for those who are not.

Agreed.

Though I'd simplify it from your three-tier system to just two: "Wanted" and "Most wanted".

During a massive dogfight, these things are rather difficult to avoid, I'd say. I've even rammed into people. :[noob]

Since when did you get a bounty or even a fine for speeding?
Fly Safe o7

Speeding fines are there but you are unlikely to receive one, unless you have a near miss or collision.

Pad loitering is currently, a warning (& time limit), then fine (& time limit), then bounty (I think) and then you are attacked, I've always thought that is a bit drastic.

Pad loitering should be (IMHO), a warning (& time limit), loss of small rep, then fine (& time limit). If not moved then the crime of trespass is committed, which comes with loss of large rep, bounties, and forceful response, similar to on planet surfaces.
