Dude's asking me to donate 100000 to "Start the relationship"! What does that mean? I could "donate" 89000 - no idea how - my bounty collection was zero - so 11000 is still pending!
I go to any random system and kill WANTED rats and give him the bounty? if yes - The system he's in has no RES - I'm guess I'll have to fly to a different system to snag some rats - will that work?

Yes, it will work.
Or just pull some pirate out of the SC. Or if you don't have a FSDI, buy a ton of something and let them come to you.

Buy modules, if so where do I get all those weird named materials that it requires?
