I just received a message from Tod that I had unlocked him.
Have only 8 bounties on my name and didn't bring any data to his base yet.

Did I get it for free, or did I run into a nice bug in Elite?

I think it means you unlocked his location. Entry fee has to be paid always.

From another thread they had gotten unearned access to Juri Ishmaak (I think)... but the base McBlasted them as soon as they landed. So if you haven't tried going to Tod's base yet, approach with extreme caution
