So I got a message telling me to go and meet this bloke in Wolf. I get there and I've landed at the correct station but the Contacts button is Unavailable.

So, how am I meant to get to meet this chap?

I would just point out that the video features the pre-2.2 station services menu. It does not look like that at engineers base now but the option to select "Engineers Workshop" is still what one needs to select.

P.S. The manual also doesn't tell one what to select on the station services menu so the OP can be forgiven for expecting a "contacts" option.

Look in your Right panel display and low bottom on its right is a section that says, "Engineers." select.

Yea, it had me flummoxed as well.

Tod requires a certain amount of Alliance Bounties be turned in to him before you can actually use his services. I think it's 100k worth of bounties but don't remember for sure. That Engineers tab in the right panel will tell you for sure. No point in even visiting him until you have the bounties to turn in. Go to a RES or Nav beacon in an Alliance system first and collect what you need.

Tod will accept any bounties for the initial donation, regardless of the source. He only accepts alliance bounties for increasing reputation.

And he will let you hand in bounties in instalments so you don't have to provide the full amount in one go for the initial donation.

you can bring modular terminals to qwendt in batches - you don't have to bring 25 at once. highly recommended ;-)
