A few months ago they announced "cosmetic" DLC which sounds similar to the Thrillseeker add-on with golden mascot and hat. But when asked about the cosmetic DLC frontier went silent. When Patch 1.1.4 released they added the DLC toggle in-game and to the workshop, and a lot of people started asking questions. Then when 1.2 released they removed the toggle, and apparently delayed the DLC, but now the toggle is back again.
However, its not the paid part people are concerned about, its the size of each DLC that is a concern. If frontier releases 100 individual scenery items that would be bad, because then we would have to go through and figure out which ones we have or don't have, and which ones we need to access specific blueprints. I think this would be bad for the workshop, splitting up players access to blueprints like that, and I think it would keep people away from buying DLC because many people dislike "microtransactions". It would be much better if frontier kept the # of DLCs to a minimum, but each DLC must be large to keep people on the same page.
Like with RCT3, it had 2 major expansions which were both great. But I never played Wild much because it didn't run well for me. So anytime I downloaded peoples parks in RCT3 I could not view parks containing the Wild content. I'm thinking PC will get several DLC add-ons before frontier ever announces Planet Safari, I just hope they are all valueable with a lot of content
