Does anyone know where to get these things? It's the one material that I don't have a single one of and can't seem to find anywhere.

By the sound of it, topographical surveys are data you download from data panels inside settlements.
Based on the name, I expect they'd be most common in mining/extraction sites.
My advice? Stop looking for them. When I was looking for manufacturing instructions, no one was offering any, and there were none to be found. Now I'm looking for Chemical Inventories, those are nowhere to be found and suddenly everyone is flinging manufacturing instructions at me!

It does. The satellites could have been conducting the surveys!
