torpedos vs shields

So I kitted out my viper with 2 class 2 torpedo launchers and 2 class 1 torpedo launchers, every NPCs shields I tried to fire at had absolutely zero affect on the shields, can someone weigh in to whether or not this is by design and torps are only good for hull cracking.
Because I threw 6 torpedos at an eagles shields and nothing. I made sure to check they didn't have any missle defense turrets.
 
Torpedoes are awful against shields, doubly so since the last patch. Try colliding with your target to get its shield down before opening up with the torps.

I think the missiles/torpedoes need some love, maybe some different types, like Emp for shields, some sort of heat generating missile that attaches some form of heat induction unit onto the ship to shut down modules. maybe some form of liquid missile that gunks up the canopy so you cant see and some smaller faster less damaging missiles and bigger slower more damaging explosive missiles. I think the liquid missile is far fetched but I'm just generating ideas.
 
I tried some seeking missiles on my t6 as i wanted a deterant for any pirates that tried to give me trouble. I had a sidewinder pull me outta sc and i targeted and let rip with every missles i had. Didnt even take his shields down but he did decide he was better off running away. Needless to say i Dont have missles on my t6 anymore as they are crap

I like the idea of laser warhead missiles, one shot big pulse to punch through shields, like in the Honor Harrington books.
