If a given launcher has a max speed, that's as fast as it will make you. After that, there's only gravity.

As for the top hat and other pre-made complicated track pieces, most of these have a minimum size beyond which you can't shrink them. So, if that's too big for your purposes, just make your own top hat out of separate track pieces so the whole thing is scaled to fit your coaster's speed at the time. Building your own inversions, helices, and whatnot usually gives you a better ride than using the pre-built elements, anyway. The pre-built ones always have the same proportions and fixed angles of entry and exit, so really don't work too well if you rescale them, and their fixed entries and exits often aren't where you'd like them to be. But if you build your own, you can tailor it perfectly to both your particular ride and the place you want them to happen.

I recommend watching Silvarret's "Planet Coaster College" series of tutorials, which goes into this sort of thing.

The torque coaster can launch up to 100mph. It will take quite a few launch segments to get it to that speed, however. I recommend having the coaster in constant test mode and lay down the amount of segments you need to get the coaster to your desired speed.
