Title, simple question that I haven't been able to find the answer to. What are my options to raise my rep with them for the system permit to LTT 198? I want to get the modified mining beam but haven't found any information on reputation.

I saw one sentence somewhere about them being unlocked elsewhere but I don't know if that was for the past CG or still current.

just keep completing missions for them for what will will seem like an age and eventually one of the missions will require you to go there and that will have the permit
so egm559 is your port of call
(to speed things up a tad donate to the faction's charities)

Apart from missions, you can always get reputation with factions if you sell cartographic and exobio data at a station that the faction controls.
Here's a quick Inara search for stations with Universal Cartographics and Vista Genomics, controlled by Torval Mining Ltd.

Took two credit donation missions and instantly went from low Cordial to mid Allied. Thanks for the advice.

I am allied with Torval mining but no permit lock mission
Has the faction for the permit lock changed?

once allied it wont spawn right away you have to keep doing loadsa missions for um and eventually one will be a special and have the permit inc as a reward

Torval Mining are in 21 systems, you don't have to rank up in EGM 559. A good way could be to sell gold at Asher Hub in LHS 4032.

Once you are Allied, log out then relog and the permit should be offered. Go to Zetian's Recall megaship in LTT 198, to Tech Broker there. You'll need raw mats : 28 P, 24 Rh, 16 Os and 20 As per mining laser.
