tourism settlement, satellite has been set up but cannot build the settlement

I want to build a tourism settlement on a planet. The satellite has been set up. I do have all system constructions points needed.
But if I like to build it, it tells me "satellite missing" though the satellite is there.

That has been my experience, as well. The "satellite" (Angelia construct) ended up being a Scientific Installation and did not count towards the tourism settlement requirements. I am trying other satellite installations to see which one works.

3Mar25 EDIT: I added another satellite facility (Hermes this time), and now I can place a tourism settlement. Maybe the satellite type is random? Or Hermes counts for that? Who knows.
