I may be missing something, but I don't understand what's the value of these economies. In my (limited) experience they only import resources and export fuel and biowaste, so I don't understand why anyone (NPC's included) would waste their time servicing these types of economies.
I could understand if terraforming economy didn't produce anything (tho I'd like to think they'd still produce some stuff they have access to in their system, or on the planet being terraformed), but shouldn't at least tourist worlds have some "guaranteed" exports?
