Tracking down assassination targets and the likes

Right now it seems you "track" a target down pretty much at random. I suggest FD implement a "scanning" mechanic similar to what EVE online has.
In EVE, you have a directional scanner that pretty much brings up a list of all signatures within a cone in front of you. You scan with a large cone at first until your target shows up in the list, then you start narrowing the cone until you know pretty much exactly in which direction the target is. This feels like you're actually tracking someone instead of relying on blind luck to find them.
It's just a suggestions since I find randomness in these situations pretty darn frustrating.
 
In the older Elite games you'd get a time and a place (i.e. spaceport) and then would follow the target through a jump and kill them on the other side.

I hope the current mechanics are place holders!
