Trade Data and Military Plan = 1 Ton of Cargo?

My point is, you don't ship 1 piece of paper! Shipping through space is expensive, it is likely ONLY done in large quantities, and in the case of military plans and such, I would again say the container's weight comes from the fact that it protects the plans from physical or electronic manipulation.

Sure you do. Demand is dynamic. There might be a science expedition of 5 that needs to send back some data, or they might require a small replacement part. There might be a station that needs 50 tons of water. It is entirely illogical to have only one type of standardized container. It makes just as little sense to ship 50 tons of water in 50 1ton containers as it does to ship 1 gram of paper in a 1 ton container. Either way you're left with a giant excess of weight in the form of container.
