Trading info borked

I've been trading rare commodities, currently in an Asp. At one of my stops, I saw a mission for Naval rank progression (Empire) so I thought I'd really like a Clipper some day, and accepted the mission to deliver 4 tons of combat stabilisers.
None in the area, obviously, and they're prohibited in that system - naturally - and while I've seen them on sale before, I can't remember where.
Never mind, the area around Lave has everything: Industrial, agricultural, anarchy, Alliance, Independant, plenty of rich worlds, and several Anarchy systems. I must be able to get some there, right?
I head for Uszaa, because it's an Industrial Anarchy system. Combat stabilisers don't show up on the system/station info on the system map, so it's not prohibited. Great.
They don't have any, but it's listed in the commodities market. "Imported from Leesti & Arexe" Great!
I look at the system map for Leesti. Combat stabilisers are prohibited at every station.
I look at the system map for Arexe. Combat stabilisers are prohibited at every station.
OK, maybe there's an "unsanctioned outpost" that doesn't show up on the system map... because it's unsanctioned? I go there. No unsanctioned outposts on the contacts screen.
I dock and go to the galaxy map and click on all of the "Buy trade data" buttons in the local area, then bring up trade routes on the map and filter out everything except combat stabilisers.
They are (apparently) exported from Leesti to various other systems.
I can see Microsoft Notepad coming in useful again... Where to buy prohibited goods.txt

I know missions shouldn't be too easy, but false information and red herrings don't help. I have to go to work, so I abandon the mission :(
I'll get that Imperial Clipper one day...

I usually don't accept the mission immediately. They will keep popping at stations and ask for different items, but sometimes they will ask something that is legal and being sold at the station you're at (or you know a nearby source). That's when I accept them. Bonus if it's an outpost so even if you must source it from somewhere, nobody gonna scan you.
