I am in the correct system and correct station. I was told to deliver scrap from station A to station B. When I arrived at station B, I see my cargo hold reads full but the scrap I am carrying does not show up on the commodities list under the cargo column so it cannot be sold. What’s the problem here?

Check the bulletin board.
Mission commodities are handed in via the mission system, and are separate to ordinary commodities.
HINT: If you pick up a mission to procure and return goods to the current station, check the commodity market where you are - it might just have what you need, so you can buy it and make the delivery instantly. Also, if you are trading general goods in the commodity market, or carrying mined ore, always check out the bulletin board before you sell just in case there is a mission to deliver exactly what you happen to be carrying.
