Trailblazer - Building settlements and PMFs. Who gets to own it?

Past couple of weeks I worked on the BSG in my colonization system to get my squadron PMF to #1 in the system.
Almost every settlement, installation or outpost I build went to the PMF that was ruling in the system I bought the beacon from. I wanted to build assets for my squadron. Not the ruling PMF.
So I got to work and flipped the system

However before I started working on the BSG I started a couple of settlements in the system. The game indicated that they would turn out to be an asset of the previous #1 PMF.

It is not the case. The settlement I just completed flipped to the new #1. In this case my Squadrons PMF

Yep, from what I've seen it lists as the colonising faction while under construction, then picks one of the factions on completion with a heavy weighting towards #1

I've only expanded very locally, but this is exactly what I want to do at some point so it's good to see this happening 😁
